Position Success Factors:

  • Measure and maintain KPIs related to NPI / RFQ capacity, completion, and issues
  • Improve and develop NPI/RFQ processes to align and support company initiatives

PRINCIPAL RESPONSIBILITIES:   

The NPI Program Manager is responsible for completing all tasks required to onboard new customer prospects including, but not limited to: Non-Disclosure Agreements, Purchase Material Agreements, Non-Conforming Product Instructions, Credit Checks, etc.  Working with the customer to understand scope of work and assisting the NPI team in understanding timelines and milestones with new customer accounts.  The Program Manager will also ensure contract review is completed for all NPI orders and serve as a second check to ensure order entry accuracy.  The NPI Program Manager will also provide customer support for existing customers, especially regarding non-technical matters such as invoicing and RMA.

Management of assigned account responsibilities includes:

  • Developing detailed Project Plans for each project, which identifies all critical steps, requirements, and deliverables, and revising/updating these plans as necessary throughout the project life cycle.
  • Acting as the key point of contact for effective communications between assigned projects and all involved Qualitel Departments. Includes meeting with Customers face to face whenever needed.
  • Driving/managing all Qualitel departments and personnel involved in completing the project to plan.
  • Aiding and supporting the customer and Qualitel by finding and suggesting solutions to Project roadblocks and issues.
  • Providing regular materials status reports to customer and ensuring Qualitel manages customer inventory liabilities appropriately with regards to, raw, WIP, reserved, Finished Goods, excess and obsolete.
  • Managing customer’s Change Control, including customer ECO requests, throughout NPI process.
  • Managing quality issues related to the project/product and driving Issue Resolutions, Root Cause Analysis and Preventative Actions. Includes initiating formal CAPA’s when appropriate.
  • Ensuring sustaining production support for all assigned NPI projects transitions smoothly and seamlessly to Customer Account Management.
  • Assisting Director of NPI with costing and cost analysis consistent with customer needs and Qualitel processes.
  • Developing, documenting, revising all NPI function Procedures, Work Instructions and SOP’s necessary to maintain an effective NPI process that meets customer needs, regulatory requirements, and registration requirements. Also includes providing training support on these items as needed.

Factor#1 – Purchasing Process & Compliance

Within the first 3 months, learn the current procurement system through existing procedures / processes, ERP system
• Collaborate with Purchasing Manager to setup Goals and Objectives for initial year
• Complete all training requirement per job position
• Understand commodities and be able to identify key suppliers and part relationships
• Understand Strategic Supply Chain and how it functions within Qualitel
• Understand how standard costing works and cost accounting principles within Qualitel

Factor#2 – Supplier Management and Continual Improvement

Within the 6 months, be fully accountable for commodities assigned and daily tasks in Factor 1. Total ownership of commodity includes quoting, Supplier management (OTD, Quality, Cost Reduction).
• Buyer able to start a commodity strategic and make decisions on sourcing, supplier rationalization and cost improvements
• Establishing supplier report card and metrics; On Time Delivery (OTD), Quality, and Feedback
• Maintain supplier relationship with commodity suppliers
• Ensure timely effort and execution of, Quality Issues, and Corrective and
Preventative Actions (CAPAs)
Lead and manage all supplier relationships for assigned commodities

Factor#3 – System and Continual Improvement

Within the 12 months, be accountable for establishing and providing analysis for commodity assigned relating to OTD, Quality, cost Improvements. Work with manager to setup commodity strategy and supplier rationalization for the supply base that includes market intelligence and supplier health

Responsible for executing all cost saving efforts regarding purchased parts of their commodity. POSITION SUMMARY:

The Master Scheduler at Qualitel is a pivotal role responsible for planning and managing the factory’s production schedule to ensure the timely and efficient delivery of products to customers. This role ensures that production plans are aligned with customer demands, material availability, and operational capacity. The Master Scheduler collaborates with operations, supply chain, and program management teams to mitigate risks, optimize workflows, and achieve Key Performance Indicators (KPIs), such as On-Time Delivery (OTD) and inventory management.

This role also leads Lean and Kaizen efforts to drive continuous improvement across the factory and facilitates Sales, Inventory, and Operations Planning (SIOP) meetings to align long-term production strategies with business goals.

KEY RESPONSIBILITIES:

  • Develop and maintain an accurate production schedule that aligns with customer demands and factory capacity.
  • Coordinate with planners, operations, and supply chain teams to ensure that daily production schedules are met.
  • Manage Key Performance Indicators (KPIs), focusing on Customer On-Time Delivery (OTD), inventory levels, and factory efficiency.
  • Communicate capacity constraints and material availability to Program Managers to align work orders with operational capabilities.

Access and follow on-line documentation. Prep components by hand or utilizing equipment per documentation. Identify component values. Pre-wave insert thru-hole components in pcb by hand. Hand-solder thru-hole components. Verify work performed by your self and peers meet IPC standards. Complete tasks within specified time or notify lead of inability to do so along with reason.

Assembler II:
All functions required at Assembler I level. Hand-solder SMT components. Remove and replace thru-hole comp. without board damage. Solder wires and cables. Identify assembly and document issues. Successfully complete J-Std. Training and IPC-A-610 Acceptability of Electronic Assemblies Training.

Assembler III:
All functions required at Assembler I and II levels. Remove and replace SMT components without board damage. Perform SMT rework. Provide back-up support for lead in their absence. Write ECO to have assembly and document issues corrected. Complete NCP form when non-conforming product is identified. Successfully complete IPC-7711/IPC-7721 Rework and Repair of Electronic Assemblies Training.

Responsibilities:

  • Ensure robust, repeatable manufacturing practices, systems, and SOPs are in place to meet all product specifications and quality standards.

KRA 2 – Production Output (OTD)

Responsibilities:

  • Ensure work center schedules are met and monitored daily.
  • Support supervisors in creating and enforcing daily production schedules.
  • Proactively address schedule delays and expedite late work orders.
  • Monitor readiness for upcoming work orders to avoid stoppages.
  • Track and report work center KPIs: OTD, Quality, Productivity.

Accountability Goals:

  • 99% schedule adherence
  • Less than 5% overtime
  • Logged work order hours ≥ 90% of payroll hours

KRA 3 – Lean Thinking

Responsibilities:

  • Drive lean manufacturing principles and training across all levels.
  • Ensure participation in Lean initiatives, including 5S, Kaizen, and process flow improvements.
  • Hold supervisors accountable for applying Lean practices daily.

Accountability Goals:

  • 5% year-over-year labor productivity improvement for existing products
  • 20% first-year labor productivity improvement for new products

KRA 4 – Coaching & Training

Responsibilities:

  • Implement systems to ensure proper training and task competency, including for cross-trained workers.
  • Conduct regular resource assessments for tools, equipment, and labor.
  • Develop advancement paths for leads and supervisors.
  • Evaluate worker effectiveness and make staffing adjustments as necessary.

Accountability Goals:

  • 100% compliance with Qualitel training records
  • 100% certification/re-certification to industry standards (IPC, J-STD, etc.)
  • Meet goals in KRAs 1–3

KRA 5 – Materials

Responsibilities:

  • Maintain safety stock levels and notify Planning or Stores when approaching minimums.
  • Ensure availability of floor stock to support daily/weekly production.
  • Prevent use or storage of expired materials; ensure proper labeling and traceability.

Accountability Goals:

  • 99% safety stock compliance
  • 0% stock-outs affecting builds
  • 0 expired materials found during internal/external audits

KRA 6 – Personnel Scheduling

Responsibilities:

  • Manage personnel coverage for all shifts, including vacation, PTO, and unplanned absences.
  • Minimize overtime by optimizing staffing plans.
  • Ensure timely and accurate payroll reporting by supervisors.

Accountability Goals:

  • Four-week rolling personnel schedules posted weekly
  • OT maintained within 5% average across work centers
  • Accurate vacation/time-off schedules posted

KRA 7 – Safety & Compliance

Responsibilities:

  • Ensure safe work environments, proper PPE use, and worker safety training.
  • Train leads and supervisors to monitor and report unsafe practices.
  • Ensure all ESD protocols are followed without exception.
  • Align all department leaders with company goals, quality policy, and core values.

Accountability Goals:

  • Zero lost time injuries
  • Zero ESD violations
  • Zero major/minor audit findings for non-compliance

Initial Success Factors

  • Implement single-piece flow for existing products to reduce labor time by 20%.
  • Enhance quality control systems to reduce RMA & OBF rates to < 0.25%.
  • Scale department capacity for 50% growth within one year.

Qualifications

Required Skills & Knowledge:

  • Ability to execute duties with minimal supervision
  • Proficiency in Excel, Word, Outlook
  • Experience with ERP/MRP systems
  • Strong understanding of quality systems (FDA GMP, ISO13485, AS9100, 21 CFR Part 820)
  • Familiarity with CAPA and SCAR systems

Education & Experience:

  • 2 years post-high school technical education plus 3 years of related experience
  • OR
  • equivalent combination of education and experience

Language & Communication:

  • Read and interpret technical documents, procedures, and regulations
  • Write reports, procedures, and business correspondence
  • Present information effectively to managers, clients, and customers

Mathematics:

  • Strong working knowledge of basic math, percentages, ratios, and graphs

Reasoning Ability:

  • Solve practical problems with limited standardization
  • Interpret instructions from written, oral, diagram, or schedule formats

Physical Requirements

  • Regularly required to sit, talk, and hear
