POSITION SUMMARY:
The Master Scheduler at Qualitel is a pivotal role responsible for planning and managing the factory’s production schedule to ensure the timely and efficient delivery of products to customers. This role ensures that production plans are aligned with customer demands, material availability, and operational capacity. The Master Scheduler collaborates with operations, supply chain, and program management teams to mitigate risks, optimize workflows, and achieve Key Performance Indicators (KPIs), such as On-Time Delivery (OTD) and inventory management.
This role also leads Lean and Kaizen efforts to drive continuous improvement across the factory and facilitates Sales, Inventory, and Operations Planning (SIOP) meetings to align long-term production strategies with business goals.
KEY RESPONSIBILITIES:
- Develop and maintain an accurate production schedule that aligns with customer demands and factory capacity.
- Coordinate with planners, operations, and supply chain teams to ensure that daily production schedules are met.
- Manage Key Performance Indicators (KPIs), focusing on Customer On-Time Delivery (OTD), inventory levels, and factory efficiency.
- Communicate capacity constraints and material availability to Program Managers to align work orders with operational capabilities.
- Support Lean and Kaizen initiatives to optimize material flow, factory layout, and production efficiency.
- Facilitate monthly Sales, Inventory, and Operations Planning (SIOP) meetings with cross-functional teams.
- Analyze and mitigate risks by managing external and internal factors affecting the master schedule.
- Lead process improvement initiatives for demand planning, inventory optimization, and scheduling accuracy.
- Oversee planners to ensure timely issuance and management of Work Orders (WOs) according to the master schedule.
- Provide clear communication of operational plans, capacity, and performance metrics to all relevant stakeholders.
- Build long-term production plans using data analytics to ensure material flow and production optimization.
KEY SUCCESS FACTORS:
- Customer On-Time Delivery (OTD): Achieving and maintaining high levels of OTD is critical for success in this role. Ensuring that production schedules meet customer delivery requirements is essential.
- Production Efficiency: Ability to streamline production processes and optimize factory workflows to ensure seamless operations and timely output.
- Inventory Management: Coordinate with Supply Chain to effectively monitor and plan of inventory to ensure material availability without overstocking, which can lead to inefficiencies.

- Data-Driven Decision Making: Ability to use data analytics to develop long-term production plans and adjust schedules based on changing factors such as customer demand and material availability.

PRINCIPAL REQUIREMENTS:
- Operational Planning Expertise: Solid understanding of how production planning affects factory operations and supply chain dynamics.
- Manufacturing Knowledge: Familiarity with Push and Pull supply chain models, manufacturing principles, and their impact on scheduling and operations.

QUALIFICATIONS:
- Education & Experience: Bachelor’s degree (B.A.) from an accredited institution, with a minimum of five years of experience in a manufacturing or production scheduling role, ideally within an electronics manufacturing environment. Equivalent combinations of education and experience may be considered.
- Technical Skills: Proficient in ERP systems (PO Placement, RFQ Processing, Workflow Management) and Microsoft Office Suite (Excel, Word, PowerPoint, Project). Familiarity with manufacturing processes and supplier negotiation for schedule optimization.
- Mathematical Skills: Ability to apply mathematical concepts, including probability, statistical analysis, and geometry, in practical scheduling scenarios.
- Language Skills: Strong communication and interpersonal skills, with the ability to work independently and effectively in a dynamic, fast-paced environment.

POSITION SUCCESS FACTORS:
Factor#1 – Purchasing Process & Compliance
Within the first 3 months, learn the current procurement system through existing procedures / processes, ERP system
• Collaborate with Purchasing Manager to setup Goals and Objectives for initial year
• Complete all training requirement per job position
• Understand commodities and be able to identify key suppliers and part relationships
• Understand Strategic Supply Chain and how it functions within Qualitel
• Understand how standard costing works and cost accounting principles within Qualitel
Factor#2 – Supplier Management and Continual Improvement
Within the 6 months, be fully accountable for commodities assigned and daily tasks in Factor 1. Total ownership of commodity includes quoting, Supplier management (OTD, Quality, Cost Reduction).
• Buyer able to start a commodity strategic and make decisions on sourcing, supplier rationalization and cost improvements
• Establishing supplier report card and metrics; On Time Delivery (OTD), Quality, and Feedback
• Maintain supplier relationship with commodity suppliers
• Ensure timely effort and execution of, Quality Issues, and Corrective and
Preventative Actions (CAPAs)
Lead and manage all supplier relationships for assigned commodities
Factor#3 – System and Continual Improvement
Within the 12 months, be accountable for establishing and providing analysis for commodity assigned relating to OTD, Quality, cost Improvements. Work with manager to setup commodity strategy and supplier rationalization for the supply base that includes market intelligence and supplier health
• Participate in and lead strategic planning / improvements
• Contributing to internal and external cooperation between department / suppliers

PRINCIPAL RESPONSIBILITIES:
Strategic Sourcing Leader is responsible for the understanding a strategic vision and execution of their assigned commodities. The Strategic Sourcing Leader is responsible for managing the supplier relationship of their commodity and being the voice of the business to the supplier. The Strategic Sourcing Leader is responsible for meeting Key Performance Indicators (KPIs), meeting department expectations in regard to cost and quality of their assigned commodity. Responsible for executing all cost saving efforts regarding purchased parts of their commodity. The Strategic Sourcing Leader is responsible for ensuring the rationalization of the supply base and assisting in establishing Long Term Agreements with key suppliers, ensuring part availability.

PRINCIPAL RESPONSIBILITIES:
SMT SETUP: Under direct supervision, following SMT Daily Work Schedule, set up feeder per Qualitel Documentation. Verify value of component in Kits and SBA components prior to installing component onto feeder. Ensure proper stencil is placed with kit. Print all Work Instructions/SMT Packet/Deviations/Quality Alerts to be included in the MVP Packet along with BOM for manufacturing. Deviation (if included) to be recorded in note section of MVP. Mark kit as set up or ready. Tear down feeders and return remaining components to SBA shelves or stockroom as required after build is complete. Reports to SMT Lead.
SMT OPERATOR I: Demonstrate skill in all SMT setup pre-requisites plus: Under direct supervision train in Stencil Print Operations, Pick and Place Operation, Reflow Operation and AOI Operation. AOI Operation to include training in 3090 3095, 3085. 3090/3095 will be trained by Quality Engineer. Perform board washing when Material Handler is not on duty. Reports to SMT Lead. Training and IPC-A-610 Acceptability of Electronic Assemblies Training.
SMT OPERATOR II: Demonstrate skill in all SMT I pre-requisites plus: With limited supervision exhibit ability to perform 1st part verifications of all of these operations. Perform routine daily machine maintenance. Reports to SMT Lead.
SMT OPERATOR III: Demonstrate skill in all SMT II pre-requisites plus: With minimal supervision exhibit ability to perform semi-routine adjustments, troubleshooting, and quality auditing. Reports to SMT Lead.
SMT LEAD: Demonstrate master skill in all SMT III pre-requisites plus: Assist engineering with programming and troubleshooting of SMT machines. Complete and maintain all required records. Train all other SMT personnel in skills required to successfully complete required job functions. Maintain organization and cleanliness of SMT work area. Continually strive to develop ways to reduce costs and improve overall quality.

Assembler I:
Access and follow on-line documentation. Prep components by hand or utilizing equipment per documentation. Identify component values. Pre-wave insert thru-hole components in pcb by hand. Hand-solder thru-hole components. Verify work performed by your self and peers meet IPC standards. Complete tasks within specified time or notify lead of inability to do so along with reason.
Assembler II:
All functions required at Assembler I level. Hand-solder SMT components. Remove and replace thru-hole comp. without board damage. Solder wires and cables. Identify assembly and document issues. Successfully complete J-Std. Training and IPC-A-610 Acceptability of Electronic Assemblies Training.
Assembler III:
All functions required at Assembler I and II levels. Remove and replace SMT components without board damage. Perform SMT rework. Provide back-up support for lead in their absence. Write ECO to have assembly and document issues corrected. Complete NCP form when non-conforming product is identified. Successfully complete IPC-7711/IPC-7721 Rework and Repair of Electronic Assemblies Training.
